Sorsera research and development project updates.

Sorsera research and development project updates.

31 August 2026 - SIA Sorsera completes activity 8 of the EU co-funded research project

SIA Sorsera continues to carry out the research project “Development of a Prototype of an Artificial Intelligence-Based Supply Chain Solution”.

Over the past 3 months, SIA Sorsera has carried out and completed the following activity:

Research into the use of the RAG method in the study of organisations and procurements.

The following research results and deliverables have been achieved for the activity:

As a result of the activity, a prototype that uses the RAG method was developed under laboratory conditions. It collects up-to-date information on the requirements that apply to procurements and organisations:

  • Comparison of retrieval strategies: fragment vector search was compared with an agentic approach, in which the AI model reads the procurement documents on demand. The agentic approach was implemented in the prototype.

  • Document structure recovery component: recognition of PDF paragraphs and headings, processing of archive contents, and handling of diacritical marks in search.

  • Retrieval module for the list of documents to be submitted: a specialised AI agent scans the procurement regulations across five topics (submission, format and language, qualification, finance, technical part). For each document, it states the category, whether it is mandatory, and a verbatim quote from the source. More than 100 procurements were processed.

  • Deterministic citation verification: each citation is automatically compared with the source text and shown to the user with a colour signal (confirmed / partial / not found). This lets the user check where each AI entry comes from.

30 June 2026 - SIA Sorsera completes activity 4.2 of the EU co-funded research project

SIA Sorsera continues to carry out the research project “Development of a Prototype of an Automated Supplier Monitoring and Analysis Solution”.

Research into the core functionality of an agentic communication solution.

The following research results and deliverables have been achieved for the activity:

Research into the core functionality of an agentic communication solution was carried out in public procurement communication scenarios:

  • A set of communication context retrieval tools was developed: search for suppliers and procurements, access to procurement documentation, collection of market information, web search and research of legal information.

  • A multi-agent delegation model was validated, in which the main conversation agent delegates tasks to specialised sub-agents.

  • Three communication automation use cases were prototyped: drafting messages, suggesting questions about procurement procedures, and suggesting replies to questions from the contracting authority, with preliminary analysis of the procurement documentation.

  • Agentic interaction was implemented in the platform interface and validated with published procurements.

  • As a result of the activity, a functional AI-based document generation prototype was developed under laboratory conditions:

  1. Technical requirements generation module - the user enters a description of the procurement object, and the system automatically generates structured technical specifications, including functional requirements, quality standards, delivery conditions and compliance criteria.

  2. Multi-layer AI architecture - the prototype calls three different AI models in parallel, which gives a variety of results and the option to choose the best variant. It is also possible to replace both the generating model and the evaluation model (including with other LLM API providers, e.g. Claude).

  3. Automated quality assessment system - an AI-based comparison tool that assesses the quality of the generated documents against five criteria that matter in EU procurement practice, with numerical scores and visualisation.

  • Quality assessment reports were prepared on how well the generated RFx documents meet the requirements of EU public procurement.

30 September 2025 - SIA Sorsera completes activity 2 of the EU co-funded research project

SIA Sorsera continues to carry out the research project “Development of a Prototype of an Automated Supplier Monitoring and Analysis Solution”.

Over the past 3 months, SIA Sorsera has carried out and completed the following activities:

  • “Development of a Prototype of an Automated Supplier Monitoring and Analysis Solution”

The following research results and deliverables have been achieved for the activities:

  • Within the activity, we developed the core functionality of the supplier analysis solution. We built a system that automatically collects and processes data from various procurement databases (TED, EIS, IUB, Riigihanked, VPT, CERN, Mercell and other private sources), company registers and public information. We developed a data processing pipeline that standardises and enriches information from different sources.

  • We integrated OpenAI text-embedding models (large and small) for supplier data analysis. The system can automatically explain why a given supplier matches the search criteria. We built functionality for analysing the procurement history of suppliers: contracts won, largest clients and participation in tenders.

  • We added a translation step (Google Translate) and information enrichment to the data processing pipeline. As a pilot project, we built a prototype for an international scientific organisation, integrating ~12,000 supplier records with semantic search. We validated the solution with potential users, who confirmed the need for the functionality.
