A market consultation is a legal and legitimate way for the public sector to gain a clear understanding of what the market can offer before officially announcing a procurement. Sorsera is a Latvian company with a strong focus on sustainability and the growth of the Latvian economy.Β

The platform offers various tools:

  • Market analysis tool provide an easy way to review market participants in a specific industry. For instance, it allows users to explore the buying and selling of quadracycles in Latvia and Estonia.
  • Information exchange (RFx) tool enables buyers to gather information from multiple suppliers simultaneously, communicate with them within the platform, and efficiently process the obtained data by analysing final reports. In turn, suppliers strengthen their market position, reach buyers in a timely manner, and gain potential customers for planned procurements or future bidding opportunities.
  • Messaging or communication tool facilitates seamless communication among members of an organisation and existing or potential collaboration partners. Users can add necessary colleagues from both sides, ensuring all communication with the market is centralised in one place rather than scattered across various email accounts.
  • Market monitoring tool (currently under development). The upcoming market monitoring tool will allow users to receive market updates within their preferred time frame and stay informed about specific topics of interest, which each user can individually select.

Why is my organisation visible on Sorsera if we, as its employees, haven't registered it there?

All organisations that have participated in public procurements, market consultations, price surveys, or other publications in the Electronic Procurement System (EIS), Procurement Monitoring Bureau (IUB) Publication Management System (PVS), or similar instances in other Baltic countries are visible on the platform. The platform's users can find partners based on various criteria such as country, time period, CPV codes, and keywords.

How can I be sure that the organisations available on the platform are legitimate and that their representatives are real employees?

All organisations present on the platform are legitimate, as their data is sourced from official government websites where public procurements are announced, or their representatives have created their profiles on the platform. What are the benefits of publishing a market consultation on Sorsera?

Currently, it's possible to collaborate with Latvian and Baltic suppliers, and soon, the platform will cover the entire European Union. Why is my IUB PVS market consultation visible on Sorsera?

Market consultations are republished on Sorsera based on the IUB PVS advertisement. Republishing invites suppliers to provide responses relevant to the market consultation's CPV code(s) or keywords. This process improves collaboration between organisations.

Can I duplicate a market consultation that I've already published on EIS or IUB PVS to receive more responses?

Yes, it is recommended to duplicate market consultations on Sorsera since it allows timely communication with relevant suppliers via email. This way, suppliers can respond before the deadline, solving the issue where some suppliers only see the publication after the deadline has passed.

Can I publish a market consultation on both Sorsera and EIS/IUB PVS?

Yes, when you open a market consultation on Sorsera, you can use the Publish to IUB section on the right side of the screen to copy and paste the relevant information to IUB PVS. This way, the responses from suppliers will be available on both platforms.

Can I collaborate with a colleague on the market consultation file if we are each on different computers? If yes, can we work on it simultaneously and see each other's changes?

Yes, you can work on drafts together with your colleagues. However, currently, simultaneous editing is not possible (you can do it, but the necessary changes may not be saved). We recommend that when one colleague completes their work, the other reviews and edits it afterwards. We are planning to introduce the feature that allows colleagues to edit drafts simultaneously soon.

Is it possible to make changes to the publication after it has been published during the market consultation?

For buyers, it is currently not possible to edit the market consultation after it has been published. However, we understand that unforeseen circumstances may arise. In such exceptional situations, please contact support@sorsera.com, and we will collectively resolve the challenges. Please remember that to expedite our assistance, include explanatory information, the link to the market consultation, and any relevant files in the email.

Can I extend the deadline for the market consultation?

Yes, you have the option to extend the deadline. For more information on how to do it, please view the tutorial here.

Where can I see the response submitted by a supplier?

The response submitted by a supplier can be viewed on the platform, specifically in the Information exchange (RFx) tool, under the section Received responses.

What documents will I receive when the market consultation deadline expires?

When the market consultation deadline expires, you will receive a market consultation overview containing all the details about the market consultation initiator, information about the consultation, and its requirements. Additionally, you will receive a market consultation report that provides detailed information about the invited organisations, their requirements, and the responses they have submitted.

Why should I spend my time participating in a market consultation on Sorsera? Is it an official platform for market consultations?

Yes, you can collaborate with colleagues on response drafts. However, currently, simultaneous editing is not supported. It is recommended to review and edit each other's contributions sequentially. Sorsera plans to introduce simultaneous editing in the future.

Can I edit the response after it has been published?

Currently, suppliers cannot edit their responses after submission. However, we would like to remind you that you can always communicate with the buyer through Sorsera's messaging tool and clarify any misunderstandings if they arise. In case of urgent situations, if necessary, you can contact support@sorsera.com, and we will do our best to resolve the situation within the limits of our capabilities. Please remember to include explanatory information, the link to the market consultation, and attach any relevant files in your email to facilitate a prompt response.

Where can I see the response that my colleagues or I have submitted for a market consultation?

You can see your responses on the platform under Information exchange (RFx) in the section called Received responses.

Was I (as a supplier) invited to respond on Sorsera or by the discussion organising entity?

It depends on each individual market consultation. There are discussions that are published on the platform by the buyers themselves, and there are cases where the Sorsera team invites suppliers to respond to a market consultation that the buyer originally published on the IUB PVS system. With the buyer's permission, the consultation is duplicated on the Sorsera platform with the aim of assisting the buyer in obtaining more valuable responses and helping the supplier gain visibility from the buyers' side.
